If a serious situation such as a flood or hazmat incident occurs, local emergency personnel may face a decision about evacuating all or part of a community. This decision is a difficult one, and must be based on many factors, such as the population distribution and the nature of the hazard. Sometimes the decision is made to shelter the population in place rather than evacuate them.

Communities must have emergency plans in effect to provide guidance to those who may be required to make this decision and to address the many issues involved in protecting large numbers of people.

“Protective Actions - Evacuation / Sheltering in Place” is a training program for incident commanders, police officers, emergency management personnel, National Guard troops, hazmat teams, firefighters, security personnel, dispatchers, emergency operations center personnel, and others who might be involved in ordering or carrying out protective actions. The program explains the difference between evacuation and sheltering in place, lists the issues to consider when making a decision to implement protective actions, and explains the steps to take for both procedures. It covers incidents that are anticipated, such as hurricanes or floods, as well as those that come with no warning, such as hazmat incidents and terrorist events. It also covers both pre-emergency and post-emergency evacuations.

The program outlines the steps necessary for an effective evacuation, from determining the evacuation area, through alerting the public and determining evacuation routes and methods, to the re-entry of evacuees. It also lists some of the reasons it may be preferable to protect people in place, and the precautions that should be taken to keep them safe indoors. Sheltering in residences, commercial buildings, schools, hospitals, and vehicles are portrayed. There is also a section on termination procedures.
