Recent incidents, including the attack on New York and the Pentagon as well as anthraxlaced letters have left people in all cities and towns painfully aware that terrorists can strike anywhere, any time. Although federal agencies stand ready to respond to a terrorist incident, the fact is that the first response almost always falls on the shoulders of local emergency responders.
