Recent incidents, including the 9/11 attacks, the anthrax attacks and the explosion at the 1996 Olympics in Atlanta have highlighted the rising incidence of terrorist acts. Once thought of as a problem relegated to trouble spots in far-away nations, people of all countries are now painfully aware that a terrorist can attack anywhere. Although dozens of federal agencies stand ready to respond to a terrorist incident, first response almost always falls on the shoulders of the local emergency response team. As with any major incident, the first critical decisions are made by local law enforcement officers, fire departments, EMS and emergency management personnel. Clearly, emergency responders need training to learn how to recognize a terrorist act as well as how to safely and effectively respond in order to minimize property damage, injuries, and loss of life and bring the terrorists to justice.
“Terrorism: 1st Response” provides guidelines for the initial response to suspected terrorist incidents. It is designed for emergency responders who may be first on the scene. This timely program examines possible targets as well as likely terrorist devices, and shows how hazmat response protocols can be adapted to the terrorist incident. Basic elements of a response plan are outlined, including designating intervention personnel, profiling potential terrorist targets, agencies to notify for support, and dealing with mass casualties. How to conduct initial size up to identify an incident as a terrorist attack is explained. Four categories of terrorist weapons are studied: explosive, chemical, biological, and radiological. The program tells what issues must be considered in sizing up the situation as well as establishing control zones, conducting search and rescue operations, treating victims, decontamination for radiological and chemical incidents, and using the incident command and unified command systems. Other topics covered include scene security, air monitoring, protective clothing, preserving evidence and keeping alert for secondary terrorist devices. “Terrorism 1st Response” was filmed on location in California with the assistance of the Sacramento Fire Department and local, state and federal agencies. 29 minutes.
Included with the program is a 52-page Leader’s Guide which offers additional resources in preparing a training program as well as discussion questions and ideas for classroom and field exercises.
